Introduction

But experimental research by Kees Keizer and colleagues found that environmental disorder did reduce cooperative behavior and increase norm violations in highly controlled field experiments, providing evidence for the mechanism if not for the causal chain. The age gradient’s implications for policy are important: housing mobility programs that move young children to lower-poverty neighborhoods early in childhood produce larger and more durable benefits than equivalent programs targeted to adolescents or adults, suggesting that investment in housing mobility should prioritize families with young children if maximizing long-term crime reduction returns is the objective.
Peer Effects and Social Networks
The Role of Neighborhood Peers
A specific mechanism through which neighborhood effects operate is the influence of neighborhood peer networks on criminal behavior. Research on peer effects consistently documents that adolescents’ criminal behavior is strongly predicted by the criminal behavior of their peers — an association reflecting both social learning (peers transmit criminal norms and techniques) and selection (individuals with criminal tendencies select friends with similar tendencies). The neighborhood ecology of peer networks — who is available to be a peer, what norms the local peer culture expresses, and what legitimate and illegitimate opportunities the peer network provides access to — shapes individual criminal behavior through the peer effect mechanism in ways that are properties of the neighborhood environment rather than of the individual.
Research by Lance Hogan and colleagues using natural experiments in peer group formation — exploiting random variation in dormitory assignments and public housing allocation — has documented causal peer effects on criminal behavior that cannot be attributed to selection, providing experimental-quality evidence that peer network characteristics affect criminal behavior. The neighborhood effects literature has increasingly incorporated peer network analysis — drawing on Andrew Papachristos’s social network methods for studying violence contagion — to understand how the specific peer network structures that different neighborhoods generate translate into the different crime rates those neighborhoods produce. The finding that violence concentrates in specific network clusters, and transmits along network ties, provides a micro-level account of how neighborhood-level collective efficacy deficits translate into individual-level violence through the peer network mechanism.
Violence Contagion and Network Transmission
Andrew Papachristos and colleagues’ social network research provides the most precise account of how neighborhood effects on violence operate through specific social network mechanisms. Their research in Boston, Chicago, and other cities documented that gunshot victimization concentrates in specific network clusters — co-offending networks, gang affiliations, and close social associations — in ways suggesting that violence transmits along social ties through the mechanisms of retaliation, contagion, and co-offending rather than affecting all neighborhood residents equally (Papachristos & Wildeman, 2014). The network concentration of violence within neighborhoods means that the neighborhood effect on crime is not uniform across all residents but is concentrated among those most embedded in the highest-risk network positions.
This network-ecological view of neighborhood effects has important policy implications: interventions that target the specific individuals in the specific network positions most associated with violence — rather than all residents of high-violence neighborhoods — can produce neighborhood-level violence reductions through a targeted rather than universal approach. The focused deterrence and community violence intervention strategies that have shown the most consistent evidence of violence reduction both reflect this insight, targeting the highest-risk network positions rather than deploying resources uniformly across the disadvantaged neighborhood ecology.
The social network account of neighborhood effects also explains the temporal dynamics of violence concentration that simple social disorganization accounts cannot fully explain. Violence in disadvantaged neighborhoods does not occur at a constant background rate — it concentrates in specific episodes of escalation and retaliation that ripple through network ties in ways that network analysis can trace and predictive models can partially anticipate. Understanding these network dynamics — and how the ecological conditions of concentrated disadvantage create the social network structures that produce them — represents one of the most active and most policy-relevant frontiers in contemporary urban criminology.
Neighborhood Effects across the Life Course
Developmental Sensitivity to Neighborhood Context
The MTO age gradient finding — that neighborhood effects are larger for young children than for adolescents or adults — connects the neighborhood effects literature to developmental criminology’s concern with how environmental exposures during sensitive developmental periods shape criminal trajectories. The developmental periods most sensitive to neighborhood exposure are those when the fundamental cognitive, emotional, and social capacities that underlie self-regulation and conventional social integration are being formed — early childhood through early adolescence. During these periods, the quality of schools, the availability of supervised activities, the presence of conventional adult role models, the density of criminal opportunity in the environment, and the norms of the peer culture all shape developmental trajectories in ways that persist into adulthood.
Longitudinal research connecting childhood neighborhood exposure to adult criminal career outcomes — using data from the Fragile Families and Child Wellbeing Study, the National Longitudinal Survey of Youth, and other panel datasets — has found consistent evidence that childhood exposure to high-disadvantage neighborhoods elevates adult criminal involvement, after controlling for family characteristics, individual cognitive ability, and other factors. The developmental mechanism appears to operate through multiple pathways: reduced school quality, increased peer criminal exposure, limited access to prosocial activities and conventional mentors, and the accumulated stress of disadvantaged neighborhood residence that impairs the self-regulatory development on which conventional behavior depends.
Selection, Causation, and Recent Advances
The methodological challenge of separating selection effects from causal neighborhood effects has continued to motivate innovation in research design. Beyond MTO, researchers have exploited several other sources of quasi-experimental variation in neighborhood assignment. Studies of public housing demolition — using the demolition of large housing projects as a natural experiment in forced neighborhood relocation — have found that relocation to lower-poverty areas reduced criminal involvement among relocated youth, consistent with MTO’s findings. Research using lottery assignment to public housing waitlists — in cities where demand for subsidized housing exceeded supply and applicants were randomly selected — has found that receiving public housing reduced homelessness and criminal activity relative to waitlisted controls, though the effects on crime operated partly through housing stability rather than neighborhood quality per se.
Patrick Sharkey’s research on the timing of exposure to local homicide events provides an additional quasi-experimental approach to neighborhood effects, documenting that children who were tested for cognitive development in the days immediately following a local homicide showed substantially worse performance than children tested at other times — providing evidence that violent events in the immediate neighborhood environment have measurable cognitive consequences that operate through stress and attention mechanisms independent of longer-term neighborhood exposure effects (Sharkey, 2010). Research by Eric Chetty and colleagues documenting that neighborhood exposure affects long-term income and incarceration outcomes through educational channel effects — with a substantial portion of the MTO neighborhood effect on adult outcomes operating through improved school quality and peer composition — establishes school quality as a measurable mechanism through which neighborhood effects operate on crime-relevant outcomes. The implication for policy is that improving the quality of schools in disadvantaged neighborhoods — and providing access to higher-quality schools outside those neighborhoods through voucher programs, magnet programs, and school choice — is crime prevention investment as well as educational investment, addressing one of the primary mechanisms through which neighborhood effects translate into elevated criminal involvement.
Neighborhood Effects on Victimization: The Other Side of the Coin
The neighborhood effects literature has focused primarily on criminal offending — how neighborhood conditions affect whether residents commit crimes — but neighborhood conditions also have strong effects on criminal victimization, which may be equally or more important for assessing the full costs and consequences of disadvantaged neighborhood residence. Residents of high-crime neighborhoods face substantially elevated victimization risks regardless of their own behavior — the risks of robbery, assault, and homicide are distributed geographically in ways that make neighborhood of residence a primary determinant of victimization risk independent of individual lifestyle or behavior.
Research using National Crime Victimization Survey data linked to neighborhood characteristics has documented strong neighborhood effects on victimization that persist after controlling for individual behavioral and demographic characteristics, establishing that the elevated victimization risk of disadvantaged neighborhoods is not simply a reflection of the more dangerous lifestyles of their residents but a genuine neighborhood-level effect on who gets victimized. This victimization effect has important welfare implications: the residents of the most disadvantaged neighborhoods bear the double burden of elevated offending risk (which neighborhood conditions elevate through the mechanisms reviewed in this article) and elevated victimization risk (which neighborhood conditions elevate through the mechanisms of criminal opportunity, reduced guardianship, and social network exposure to violence). Research using the PSID and other longitudinal data to track neighborhood exposure histories has found that cumulative measures of disadvantage — the duration and intensity of exposure to high-poverty neighborhoods across childhood — predict adult criminal involvement more strongly than current neighborhood conditions alone, providing empirical support for the cumulative disadvantage account and strengthening the case for early intervention in the trajectory of neighborhood disadvantage rather than remediation at later life stages.
Conclusion
The neighborhood effects literature has achieved something that few research programs in social science manage: it has turned a methodologically difficult causal question — do neighborhoods matter, or does it only appear that way because of who lives in them? — into an empirically resolved one. Neighborhood effects on crime are real — the accumulated evidence from observational multilevel studies, quasi-experimental housing mobility research, and natural experiments in peer exposure all converges on the conclusion that neighborhood conditions have independent causal effects on individual criminal behavior beyond what individual characteristics explain. The magnitude of these effects varies across studies, populations, and outcomes, but the direction is consistent: exposure to disadvantaged neighborhoods elevates criminal involvement, and exposure to more advantaged neighborhoods reduces it, through mechanisms that include collective efficacy, social control, peer networks, developmental exposure, and the opportunity structures that neighborhood ecology provides.
The policy implications are equally clear: investing in neighborhood conditions — through housing mobility, community investment, institutional capacity building, and the reduction of concentrated disadvantage — is crime prevention investment as well as social equity investment. The MTO experiment’s demonstration that moving young children from high-poverty to low-poverty neighborhoods produces dramatic long-term reductions in criminal involvement provides the most direct evidence available that neighborhood effects are large enough in magnitude to justify substantial policy investment in improving the neighborhood environments where the most disadvantaged children grow up. The failure of American policy to act on this evidence with the urgency that its magnitude warrants is one of the most consequential gaps between criminological knowledge and criminal justice policy in the contemporary field. The neighborhood effects literature makes the case for place-based investment not merely on equity grounds — that communities concentrated with disadvantage deserve resources — but on the empirical grounds that improving neighborhood conditions produces measurable, durable, and substantial reductions in criminal involvement for children whose developmental trajectories are shaped by those conditions.
