Introduction
Why do some individuals turn to crime when they experience hardship, frustration, or mistreatment, while most people in similar circumstances cope through legal means? Strain theories address this question by proposing that certain negative experiences — blocked opportunities, interpersonal conflicts, victimization, abuse, discrimination, and other adverse conditions — generate emotional pressure that increases the probability of criminal behavior. Crime, in this framework, is not a product of inadequate socialization or weak social bonds but a response to the frustration, anger, and despair produced by adverse life conditions.
Strain theories occupy a central position within Criminology Theories and have exerted a profound influence on both criminological thought and public policy. Merton’s (1938) original formulation — which linked crime to the structural contradiction between universal success goals and unequal access to legitimate means — provided the intellectual foundation for the War on Poverty and inspired a generation of social programs designed to expand legitimate opportunities for disadvantaged populations. Agnew’s (1992) general strain theory (GST), now the dominant version of strain theory in criminology, broadened the framework far beyond Merton’s focus on blocked economic goals, identifying a wide range of strains that increase criminal behavior and specifying the emotional, cognitive, and situational mechanisms through which strains translate into crime.
This article traces the development of strain theory from its classic formulations through GST, examines the empirical evidence, and assesses the theory’s contributions to explaining group differences in crime, its criticisms, and its implications for crime prevention and control.
Classic Strain Theory
Merton’s Anomie and the American Dream
Robert K. Merton (1938) developed the first major strain theory of crime in his landmark essay “Social Structure and Anomie.” Writing during the Great Depression, Merton argued that American society is characterized by a fundamental structural contradiction: all members of society — regardless of class position — are encouraged to pursue the culturally prescribed goal of material success, but the institutionalized means for achieving that goal (education, professional employment, entrepreneurship) are unequally distributed across the class structure. Lower-class individuals, in particular, are frequently blocked from achieving monetary success through legitimate channels because they attend inferior schools, lack the financial resources for higher education, and are denied access to the occupational networks that facilitate upward mobility.
This disjunction between universal goals and restricted means produces a condition that Merton termed anomie — a breakdown in the normative regulation of behavior that occurs when the cultural emphasis on success overwhelms the commitment to legitimate means. Merton identified five modes of individual adaptation to this structural strain: conformity (acceptance of both goals and means), innovation (acceptance of goals but rejection of legitimate means in favor of illegitimate ones), ritualism (abandonment of goals while continuing to follow conventional means), retreatism (withdrawal from both goals and means), and rebellion (rejection of existing goals and means in favor of new ones). Criminal behavior corresponds primarily to the innovation adaptation — individuals who continue to pursue material success but resort to illegitimate means such as theft, drug dealing, fraud, and prostitution because legitimate channels are blocked.
Merton emphasized that not all strained individuals turn to crime. The choice of adaptation depends on a range of individual and social factors, including whether individuals blame themselves or others for their blocked opportunities. Crime is more likely when individuals attribute their failure to external causes — the unfairness of the social system, discrimination, or the actions of others — rather than to their own inadequacies. Merton’s theory was enormously influential, but it was also limited in important respects: it focused almost exclusively on monetary goals, applied primarily to lower-class crime, and did not explain the mechanisms through which structural strain translates into individual criminal behavior.
Cohen: Status Frustration and Delinquent Subcultures
Albert Cohen (1955) extended Merton’s framework in Delinquent Boys by applying strain theory to the explanation of juvenile gang delinquency. Cohen argued that working-class boys experience strain not primarily from blocked monetary goals but from their inability to achieve status and respect within middle-class institutions — particularly the school system. Schools impose middle-class standards of conduct, appearance, and academic achievement that working-class boys are poorly equipped to meet because of their socialization experiences. The resulting status frustration generates anger and resentment that these boys resolve by forming delinquent subcultures — peer groups that invert middle-class values and establish alternative status systems in which toughness, defiance, and criminal behavior are rewarded rather than punished.
Cohen’s formulation explained a feature of juvenile delinquency that Merton’s theory could not: the non-utilitarian, malicious, and negativistic character of much gang behavior. Working-class delinquent subcultures do not simply pursue monetary goals through illegitimate means — they actively reject and oppose middle-class values, engaging in vandalism, fighting, and rule-breaking for its own sake. This pattern, Cohen argued, is a collective reaction to the humiliation of status frustration: by inverting the values of the dominant culture, delinquent boys transform their failure into a source of subcultural prestige.
Cloward and Ohlin: Differential Opportunity
Richard Cloward and Lloyd Ohlin (1960) synthesized Merton’s anomie theory with Sutherland’s differential association theory in Delinquency and Opportunity, proposing that the form of delinquent adaptation depends not only on the availability of legitimate opportunities but also on the availability of illegitimate opportunities. Cloward and Ohlin argued that just as legitimate opportunities are unequally distributed, so too are illegitimate opportunities — not all strained individuals have equal access to criminal networks, mentors, and techniques. This differential access produces three types of delinquent subcultures. Criminal subcultures emerge in neighborhoods where organized criminal networks provide stable illegitimate opportunity structures — mentorship, apprenticeship, and connections that allow young people to pursue income-generating crime systematically. Conflict subcultures emerge in disorganized neighborhoods that lack both legitimate and illegitimate opportunity structures, producing frustration that is channeled into gang violence. Retreatist subcultures emerge among individuals who fail in both legitimate and illegitimate pursuits and withdraw into drug use and other forms of escape.

Agnew’s General Strain Theory
Three Categories of Strain
Robert Agnew (1992) transformed strain theory with his general strain theory (GST), which broadened the concept of strain far beyond the classic focus on blocked economic goals. Drawing on the stress literature in psychology and sociology, Agnew defined strain as events and conditions that are disliked by individuals and identified three broad categories. The first — failure to achieve positively valued goals — encompasses Merton’s original concern with blocked monetary success but extends it to include the inability to achieve any valued outcome, such as autonomy, popularity, respect, thrills, or academic success. The second category — removal of positively valued stimuli — includes the loss of valued relationships (death of a friend, breakup with a romantic partner), loss of valued possessions, or loss of a valued social position (being fired from a job, moving away from a neighborhood). The third category — presentation of negatively valued stimuli — includes experiences of victimization, abuse, neglect, bullying, discrimination, and other forms of negative treatment.
These three categories encompass a vastly wider range of strain-producing experiences than Merton’s original formulation. In more colloquial terms, strains involve situations in which individuals lose something good, receive something bad, or cannot get what they want. This broadened scope allowed GST to explain criminal behavior across all social classes and demographic groups — not only the lower-class crime that Merton’s theory addressed — and to account for the full range of criminal and deviant behavior, from violent crime to drug use to white-collar offending.
Strains Most Conducive to Crime
Not all strains are equally criminogenic. GST specifies four characteristics that make strains most likely to lead to crime: they are high in magnitude (severe, frequent, long in duration, and central to the individual’s identity or goals); they are perceived as unjust (the individual views the negative treatment as undeserved or unfair); they are associated with low social control (the individual has little to lose from criminal coping because conventional bonds are weak); and they create pressure or incentive for criminal coping (the strain can be reduced through criminal action, or the costs of legal coping are prohibitively high).
Agnew (2001, 2006) identified specific strains that meet these criteria and are therefore most conducive to crime. These include parental rejection and harsh or abusive discipline; child abuse and neglect; negative school experiences including academic failure and hostile relations with teachers; abusive peer relations including bullying; employment in low-quality jobs with poor pay and coercive supervision; chronic unemployment; marital conflict and domestic abuse; criminal victimization; discrimination based on race, gender, or religion; homelessness; and the inability to achieve goals related to monetary success, autonomy, excitement, and masculine status.
The Role of Negative Emotions
The central mechanism through which strains produce crime, according to GST, is the generation of negative emotions — particularly anger, but also frustration, depression, fear, and resentment. These emotions create pressure for corrective action: strained individuals feel bad and want to do something about it. Crime represents one possible corrective response. It may serve as a means of reducing or escaping from the strain (stealing money to address financial need, running away from abusive parents). It may serve as a vehicle for revenge against the source of strain or related targets (assaulting the peers who have bullied the individual). Or it may serve as a method of alleviating negative emotions directly (using illicit drugs to self-medicate against depression or anxiety).
Anger occupies a special place in GST because it simultaneously energizes individuals for action, reduces inhibitions against aggressive behavior, and creates a desire for revenge. Agnew (1992) argued that anger is the emotion most conducive to crime — particularly violent crime — because it increases the perceived justifiability of aggressive action and narrows the individual’s cognitive focus to immediate retaliation rather than long-term consequences.
Why Strains Increase the Likelihood of Crime
The Emotional Pathway: Anger, Frustration, and Depression
The emotional pathway is the most extensively studied mechanism in GST. Strains generate negative emotions that create pressure for corrective action, and criminal behavior is one of several possible corrective responses. Jang and Johnson (2003) found that individuals who experienced more strains — including financial problems, family conflict, and criminal victimization — reported higher levels of anger, and that this anger had a substantial effect on subsequent criminal behavior. Aseltine, Gore, and Gordon (2000) found similar results in a longitudinal study of adolescents, demonstrating that life stressors predicted anger and anxiety, which in turn predicted delinquency. More recent research has begun to examine a broader range of negative emotions beyond anger: depression may be particularly conducive to drug use and self-destructive behavior, while fear may motivate protective violence or gang affiliation (Agnew, 2006).
Researchers have also found that the type of strain influences the type of negative emotion experienced, which in turn influences the type of criminal response. Strains involving unjust treatment by others — such as harassment, discrimination, or being cheated — are especially likely to generate anger, which is most conducive to violent crime. Strains involving loss or failure — such as the death of a loved one or academic failure — are more likely to generate depression, which is more closely associated with drug use and retreat-oriented deviance. This differentiation adds explanatory precision to the theory by connecting specific strain types to specific emotional reactions to specific criminal outcomes.
Strains and Reduced Social Control
Strains may increase crime through a second pathway: by reducing the individual’s level of social control. Strains frequently involve negative treatment by conventional others — parents, teachers, spouses, employers — and such treatment can weaken the emotional bonds that tie individuals to conventional society. A child who is rejected by parents, a student who is humiliated by teachers, or a worker who is fired by an employer may lose attachment to these conventional figures and the institutions they represent. Strains may also reduce the individual’s investment in conventional activities and goals: low grades reduce commitment to education, job loss reduces commitment to legitimate employment, and domestic conflict reduces investment in marriage. When individuals have less to lose from criminal behavior — weaker bonds, fewer investments, reduced stakes in conformity — they are more likely to choose criminal coping.
Strains and the Social Learning of Crime
A third pathway connects strain to crime through the social learning process. Strained individuals may seek out the company of others who are similarly frustrated, forming or joining groups — including gangs — in which criminal coping is modeled, reinforced, and expected. As Cohen (1955) and Cloward and Ohlin (1960) originally proposed, strained juveniles may form delinquent groups to pursue illegitimate goals collectively, find acceptance and support, or achieve status that conventional institutions deny them. Within these groups, individuals are exposed to definitions favorable to crime, observe criminal models, and experience reinforcement for criminal conduct. Furthermore, individuals who experience chronic strains may develop beliefs favorable to crime — concluding, for example, that violence is a justified response to provocation or that theft is acceptable when one has been treated unfairly.
Strains and Criminal Propensity
A fourth pathway operates over longer time horizons. Individuals who experience chronic or severe strains — particularly during childhood and adolescence — may develop personality traits that increase their propensity for criminal behavior. The most important of these is negative emotionality: a dispositional tendency to experience intense negative emotions in response to stressors, combined with difficulty regulating those emotions and a tendency toward impulsive action. Individuals high in negative emotionality are easily upset, become very angry when upset, and have difficulty restraining their impulses. The chronic experience of strain erodes their capacity for legal coping, making them increasingly likely to respond to new stressors with criminal behavior. This pathway helps explain why early childhood adversity — abuse, neglect, parental rejection — is among the strongest predictors of persistent criminal behavior across the life course.
Factors That Condition Criminal Coping
Individual Coping Resources and Deficits
GST recognizes that most individuals cope with strains through legal means and identifies the factors that determine whether a particular individual will resort to criminal coping. Criminal coping is most likely among individuals who lack the skills and resources to cope legally. Poor problem-solving skills, low social skills, limited financial resources, and personality traits such as negative emotionality and low constraint (impulsivity) all reduce the individual’s capacity for legal coping. Individuals who are easily upset, tend to act without thinking, and possess limited material resources have fewer legal coping options available and are therefore more likely to turn to crime when confronted with strain.
Social Support and Social Control
Criminal coping is also more likely among individuals who lack conventional social support — others to whom they can turn for advice, emotional comfort, financial assistance, or direct help in addressing the source of strain. A child who can seek help from supportive parents, a worker who can turn to colleagues or a union representative, an individual who can consult a counselor or lawyer — all have legal coping resources that buffer the effect of strain. Furthermore, individuals with strong social control — close supervision, strong bonds to conventional others, investment in conventional activities — have more to lose from criminal coping and are therefore less likely to choose it.
Criminal Associations and Beliefs
Individuals who associate with criminal others and hold beliefs favorable to crime are more likely to engage in criminal coping. Criminal peers model criminal responses to strain, directly encourage criminal action, reinforce criminal behavior with approval and status, and punish nonviolent or noncriminal responses with ridicule or exclusion. Beliefs favorable to crime — including Anderson’s (1999) “code of the street,” beliefs that violence is an appropriate response to disrespect, and general attitudes tolerant of illegal conduct — provide cognitive frameworks that make criminal coping more accessible and more easily justified.
Convergence of Conditioning Factors
Agnew (2013) proposed an important refinement to the conditioning analysis: criminal coping is likely only when multiple conditioning factors converge simultaneously. Any single conditioning factor — negative emotionality alone, criminal peers alone, weak social bonds alone — has only a modest effect on the probability of criminal coping. Criminal responses to strain become probable only when individuals possess a constellation of risk factors that together create a strong propensity for criminal coping and encounter criminogenic strains in situations conducive to criminal action. Thaxton and Agnew (2018) tested this convergence hypothesis using data from nearly 6,000 juveniles, finding substantial support: the effect of strain on crime was strongest among individuals with high overall criminal propensity and among gang members, and these conditioning effects were themselves nonlinear.

Empirical Status
Support for the Strain–Crime Relationship
A substantial body of empirical research, spanning more than three decades, has examined the propositions of GST. Studies have tested the effects of a wide range of specific strains on criminal and deviant behavior and have generally found support for the theory. Parental rejection, harsh discipline, criminal victimization, abusive peer relations, academic failure, and homelessness have all been found to increase the likelihood of subsequent criminal behavior, with some strains ranking among the strongest predictors of crime in the empirical literature (Agnew, 2006). Baron (2004) found that among homeless street youth in a Canadian city, the duration of homelessness was significantly associated with criminal behavior even after controlling for age, gender, and criminal peer association. Spano, Rivera, and Bolland (2006) found that violent victimization significantly predicted subsequent violent behavior among inner-city African American youth, controlling for prior violence, parental monitoring, and gang membership.
The Mediating Role of Negative Emotions
Several studies have examined whether negative emotions mediate the relationship between strains and crime, as GST predicts. The majority of these studies have focused on anger and have found support for the mediation hypothesis: strains increase anger, and anger in turn increases criminal behavior, particularly violent crime (Agnew, 2006; Brezina, 1996; Broidy, 2001; Jang & Johnson, 2003; Mazerolle, Piquero, & Capowich, 2003). A smaller body of research has examined emotions beyond anger. Depression has been linked to drug use, and fear has been linked to weapon carrying and gang joining. The evidence confirms that strains exert their effects on crime partly through the generation of negative emotions, although emotional mediation is typically partial rather than complete — suggesting that strains also affect crime through the other pathways (reduced control, social learning, trait development) that GST identifies.
The Conditioning Effects: Mixed Results and Recent Advances
The research on conditioning effects — whether factors such as low self-control, delinquent peers, and weak social bonds amplify the effect of strain on crime — has produced mixed results. Some studies find that the predicted conditioning effects are present; others do not (Agnew, 2006; Mazerolle & Maahs, 2000). Agnew (2013) argued that the mixed findings reflect a methodological problem: researchers have typically examined conditioning factors in isolation, testing whether a single factor (e.g., low self-control) moderates the strain–crime relationship. However, the theory predicts that criminal coping requires the convergence of multiple factors — weak coping resources, low social control, criminal associations, and beliefs favorable to crime must all be present simultaneously. Thaxton and Agnew (2018) confirmed this with data from nearly 6,000 juveniles, finding that the strain–crime relationship was substantially stronger when multiple conditioning factors converged, and that these interactive effects were themselves nonlinear.
Cross-Cultural and Cross-National Tests
GST has been tested in a growing number of cross-cultural and cross-national contexts. Agnew (2015) applied the theory to crime in Asian societies, arguing that the same strain mechanisms operate across cultures even though the specific strains, emotional responses, and conditioning factors may vary. Research in China, South Korea, Turkey, and several other nations has generally found support for GST’s core propositions, demonstrating that strains generate negative emotions that increase criminal behavior across diverse cultural contexts. A multinational test by Botchkovar, Tittle, and Antonaccio (2009) using data from the United States, Russia, Ukraine, Greece, and other countries found support for the strain–crime relationship across national contexts but noted that the strength and pattern of effects varied by cultural setting — consistent with GST’s recognition that conditioning factors differ across social environments.
Jennings, Piquero, Gover, and Pérez (2009) conducted a systematic review assessing the empirical status of GST through meta-analytic techniques, synthesizing all studies published between 1992 and 2008. Their analysis confirmed that the strain–crime relationship is statistically significant across studies, that anger mediates a meaningful portion of this relationship, and that the effects hold across different sample types, analytical techniques, and outcome measures. However, the meta-analysis also revealed that effect sizes vary considerably across studies — partially reflecting differences in how strains, emotions, and conditioning factors are operationalized — and that certain propositions (particularly the conditioning effects) have received less consistent support than the core strain–emotion–crime pathway. Moon, Morash, McCluskey, and Hwang (2009) extended the cross-cultural testing by examining GST among Korean youth, finding that strains predicted delinquency through negative emotions in ways consistent with the American findings, though the relative importance of specific strain types varied by cultural context.
Explaining Group Differences in Crime
Gender Differences
GST has been applied to explain group differences in crime, with the gender gap in offending receiving the most sustained attention. Broidy and Agnew (1997) proposed that males have higher rates of crime partly because they are more likely to experience strains that are conducive to crime — including harsh discipline, negative school experiences, criminal victimization, and the inability to achieve goals related to autonomy, excitement, and masculine status. Females experience as much or more overall strain as males — including gender discrimination, sexual abuse, and the burdens of caregiving — but many female-typical strains are less conducive to crime because they involve close supervision by others or are not easily addressed through criminal action.
Gender differences in emotional responses to strain also contribute to the offending gap. Both males and females experience anger when strained, but female anger is more often accompanied by guilt, shame, and depression — emotions that tend to inhibit externalized aggression — while male anger is more often accompanied by moral outrage and a desire for retaliatory action. These differences reflect gender-differentiated socialization: females are taught to internalize responsibility and suppress anger, while males are socialized to externalize blame and view anger as appropriate. Furthermore, males score higher on conditioning factors that increase criminal coping: they are higher in negative emotionality, lower in certain types of social support, more weakly supervised, more likely to associate with criminal peers, and more likely to hold beliefs favorable to violence.
Racial, Ethnic, and Class Differences
GST has also been used to explain racial and ethnic differences in crime. The argument parallels the gender analysis: members of racial and ethnic minority groups, particularly African Americans, are disproportionately exposed to strains that are conducive to crime — including poverty, unemployment, criminal victimization, discrimination, and residence in disadvantaged neighborhoods — and are also more likely to encounter conditions that increase the probability of criminal coping, including weaker institutional supports and greater exposure to criminal associations (Eitle & Turner, 2003; Jang & Johnson, 2003). Agnew (2006) noted that class differences in crime can be explained similarly: lower-class individuals experience more strains conducive to crime and have fewer legal coping resources, although middle- and upper-class individuals also experience strains — particularly relative deprivation and competitive pressures — that may lead to white-collar and corporate crime (Passas, 1997).

Criticisms and Limitations
The Scope of Strain: Overly Broad?
One persistent criticism of GST is that its definition of strain is so broad that virtually any negative experience qualifies as a strain, making the theory difficult to falsify. If almost anything can be a strain, and strains are said to increase crime, then the theory risks becoming unfalsifiable — it can accommodate any finding by pointing to some strain that was not measured. Policy Implications
Reducing Exposure to Criminogenic Strains
GST’s policy implications focus on two broad strategies: reducing individuals’ exposure to criminogenic strains and reducing the likelihood that individuals will respond to strains with crime. The first strategy encompasses a wide range of preventive interventions. Parent training programs teach effective, non-abusive discipline techniques, reducing parental rejection and harsh treatment. Anti-bullying programs reduce peer victimization in schools. Job training and employment programs — including the federal Job Corps program — address unemployment and the experience of working in low-quality jobs. Housing-first programs address homelessness. School-based interventions improve academic performance and teacher-student relationships. Restorative justice approaches alter the experience of criminal justice processing to reduce perceptions of unfairness and injustice.
Reducing the Likelihood of Criminal Coping
The second strategy targets the conditioning factors that increase the probability of criminal coping. Programs that build anger management and problem-solving skills increase individuals’ capacity for legal coping. Mentoring programs and social service agencies provide social support that buffers the effect of strain. Programs that strengthen social bonds — through improved parental supervision, enhanced school engagement, and structured prosocial activities — increase individuals’ stakes in conformity and reduce their willingness to risk criminal action. Cognitive-behavioral interventions target beliefs favorable to crime, teaching individuals to evaluate situations more accurately, challenge justifications for criminal behavior, and develop prosocial coping strategies.
The War on Poverty and Contemporary Programs
The classic strain theories of Merton (1938), Cohen (1955), and Cloward and Ohlin (1960) had a direct and substantial impact on American social policy. These theories were among the intellectual foundations of the War on Poverty developed under President Kennedy’s administration and implemented under President Johnson. Programs such as Head Start, which provides preschool enrichment for disadvantaged children, and Job Corps, which provides vocational training for older youth and young adults, were designed explicitly to expand legitimate opportunities for populations blocked from conventional success — the core policy prescription of classic strain theory. Evaluations of these programs have found evidence of crime-reducing effects, particularly when programs are well implemented (Agnew, 2009). GST suggests that these opportunity-expanding programs should be supplemented with interventions that address the broader range of strains identified by the theory — parental abuse, peer victimization, criminal victimization, discrimination — and with programs that build the coping resources, social support, and social bonds that reduce the likelihood of criminal coping.

By identifying three broad categories of strain, specifying the characteristics that distinguish criminogenic strains from non-criminogenic ones, describing the emotional, social, and dispositional pathways through which strains translate into crime, and identifying the conditioning factors that determine whether strained individuals respond with criminal or legal coping, GST provides a detailed and testable account of the strain–crime relationship. The empirical evidence, accumulated across more than three decades and across multiple cultural contexts, provides substantial support for the theory’s core propositions, while the research on conditioning effects continues to develop and refine.
The future of strain theory lies in further specification of the convergence conditions under which criminal coping becomes probable, in the integration of strain processes with insights from social learning and social control theories, in the continued extension of the theory to emerging forms of crime including cybercrime and terrorism, and in the design and rigorous evaluation of interventions that target both exposure to criminogenic strains and the factors that condition criminal coping. As long as individuals experience injustice, hardship, and mistreatment — and as long as some lack the resources to cope with these experiences through legal means — strain theory will remain an essential framework for understanding and preventing crime.
